Chad started his writing career at The Avion,&nbsp;the&nbsp;student newspaper at Embry-Riddle Aeronautical University in Daytona Beach, Florida, serving as editor-in-chief before graduating with a bachelor's in aeronautical science. After a stint as managing editor at Professional Pilot&nbsp;magazine, he joined&nbsp;AIN in late 1998. According to NBAA, the NTSB recently released an <a href="http://www.nbaa.org/ops/safety/20101222-NTSB-ANPRM.pdf">advanced notice of proposed rulemaking</a> and wants input on the rules of procedure for the NTSB’s review of certificate actions taken by the FAA. The rules were last changed in 2000 to require the Board to take as fact allegations offered by the FAA, which means those undergoing FAA certificate action are essentially guilty until proven innocent. Comments on the ANPRM are due by February 22.
