NBAA, the National Air Transportation Association and General Aviation Manufacturers Association recently urged the Department of Treasury to suspend the changes to jet fuel taxation provisions that were contained in H.R.3, the Highway Bill. As a result of the fuel tax changes contained in this legislation, the associations said “taxes paid on millions of gallons of jet fuel will not be transferred from the Highway Trust Fund to the Airports & Airways Trust Fund, thus having a negative effect on all segments of aviation.” In a letter to Treasury Secretary John Snow, the associations outlined numerous tactical questions and policy concerns regarding the fuel tax change and requested a meeting with the U.S. Treasury Office of Tax Policy and IRS to pursue a workable solution to fuel fraud concerns. Nevertheless, while this request is in process the associations are recommending that FBOs and operators prepare for implementation of the provisions.
