Canada has become the first “observer” nation to join the trinational Global Combat Air Programme (GCAP) effort led by Italy, Japan, and the UK.&nbsp;A joint statement from the four governments said observer status gives Canada “enhanced insight” into the program and a chance to deepen its understanding of GCAP’s governance, capabilities, and industrial framework, along with related security requirements and partnering opportunities.&nbsp;
While Canada will not have a decision-making role, the UK Ministry of Defence said the arrangement gives Ottawa privileged access and paves the way for talks on future participation.
The four defense ministers announced Canada's participation on Tuesday at Wellington Barracks in London. Ottawa now works alongside founding partners Italy, Japan, and the UK, whose defense ministers signed the convention establishing the GCAP International Government Organisation in Tokyo in December 2023, a year after the three countries launched the program.
Newly appointed UK defense secretary Wes Streeting, who took the post on Monday under prime minister Andy Burnham, hosted the meeting on [his] first day on the job and said he was “pushing this program forward on my very first day in the job.” Canadian defense minister David McGuinty called the arrangement an important milestone for Canada.
Canada’s move follows upheaval across Europe's other next-generation fighter efforts. France, Germany, and Spain terminated the crewed-fighter core of their Future Combat Air System (FCAS) last month after Dassault Aviation and Airbus failed to settle disputes over workshare and design leadership. Sweden, a partner in the UK-led combat air effort that preceded GCAP under a 2019 memorandum of understanding with London, put its involvement on hold in 2022 and confirmed its exit in late 2023 to pursue a national future fighter study with Saab.
