Luc Quirion, a former pilot, was arrested by DOT agents on August 17 for making false statements on an official FAA medical application in 2014. An investigation into Quiron began in June 2014 after he crashed his single-engine aircraft at the Newport State Airport and subsequently fled the scene. Witnesses claimed he had consumed alcohol before operating the aircraft. The investigation revealed not only that Quirion did not possess a valid medical certificate but also that he was operating an unregistered aircraft.

In May 2015, Quirion entered into a pre-trial diversion agreement with the U.S. Attorney's Office in Burlington, Vermont, for falsifying his medical application on which he failed to disclose a history of arrests for driving under the influence, as well as for using prescribed medications for a diagnosed mental condition. Prosecution for this offense was to be deferred for two years. However, when the U.S. Attorney learned Quirion had failed to abide by the terms of the original agreement, the charges were reinstated.
