The final ruling in the FAA’s plan to require the re-registration of all U.S.-registered aircraft is expected within the next few weeks, pending the signature of FAA Administrator Randy Babbitt, after the Office of Management and Budget last week approved the NPRM, which was issued in 2008. The FAA maintains information on 340,000 aircraft in its registry and says that nearly one-third are no longer eligible for registration due to incorrect addresses or other registration errors, aircraft inactivity or disposal and/or revoked certificates. The ruling–which is expected to take effect this fall–could result in the cancellation of registration of more than 100,000 aircraft over the next three years. The proposed rule establishes an expiration date for aircraft registration along with mandated re-registration every three years. While owners would be permitted to re-register their aircraft only within a specific 90-day window determined by the month in which the original registration certificate was issued, industry experts advise them to submit their documentation to the FAA as soon as possible in that period to give the agency time to process it.
