Comments are due August 14 on proposed changes to U.S. Customs requirements for air carriers, including Part 135 air-taxi operators, to transmit passenger manifests on international flights. Operators would have to submit complete international passenger manifests at least 60 minutes before departure for flights both inbound to and outbound from the U.S. If a complete manifest is not available, operators will be able to transmit manifest information as each passenger checks in for the flight up to 15 minutes before departure. Currently, air taxis must submit detailed passenger manifests to Customs no later than 15 minutes after departure for the U.S.
