Rolls-Royce promoted Scott Crislip to helicopters president for the company. 
He succeeds Stuart Mullan, who is leaving to pursue other interests. Crislip joined Rolls-Royce in 2002 as v-p of mission-ready management solutions. 
CMC Electronics named Jean-Pierre Mortreux president and CEO. He joined the company from Thales Avionics North America, where he was president and CEO.
Bill Bonder joined Eclipse Aviation as v-p of supply chain management. Bonder has held executive-level positions at Dell Computer, Gerber Scientific and Marconi Communications.
Stevens Aviation has named Randy Znamenak v-p of sales and marketing. He joined the company from Cessna, where he was sales and marketing manager for the company’s Citation service center division.
Portland, Ore.-based Max-Viz named Kenneth Paul sales vice president. Paul joined the company from S-Tec Meggitt Avionics.
Jeff Evans was promoted from desk specialist to assistant manager of the NBAA general aviation desk. Evans’ responsibilities include serving as the primary general aviation desk point-person for security issues, managing desk staff, retaining and attracting new subscribers and developing special projects.
Lincoln, Neb.-based Duncan Aviation promoted Jeff Manion to v-p of service sales. Manion was most recently the team leader of service sales for Duncan’s Lincoln, Neb. facility.
Doug Meador joined Dallas Airmotive as v-p and general manager of the company’s Forest Park maintenance, repair and overhaul facility. Meador was plant manager at General Electric Engine Services in Dallas.
Dassault Falcon Jet promoted Eric Monsel to v-p of programs. He replaces Marc Valle, who is retiring. Monsel was most recently deputy v-p of engineering for Dassault in Merignac, France.
Wilmington, Mass.-based Textron Systems named Ian Walsh v-p and general manager of Lycoming Engines. Walsh’s previous role was director of pricing strategies for all Textron businesses as part of Textron’s customer leadership organization.
Karissa Connelly was named director of business development for Cutter Aviation. She joined Cutter from Vail Valley Jet Center.
Kollsman in Merrimack, N.H. announced the appointment of Michael Williams to v-p of engineering. Williams’ experience includes engineering, program management and director-level positions at Lockheed Martin and other aerospace/defense firms.
Bell Helicopter named Michael Blake senior v-p of its commercial business unit. He was most recently director of the Comanche helicopter program at Sikorsky Aircraft.
Cessna Aircraft named two new vice presidents for customer service. Jack Stiffler is v-p for Citation parts distribution and Peter Wilkinson is v-p for Cessna propeller parts distribution.
Randall Deal was named northeast regional sales manager for Raytheon Aircraft Services. He was previously director of sales and marketing for Raisbeck Engineering and before that a technical service and sales representative for Beechcraft King Air turboprops. 
Bombardier Aerospace named two new sales directors to its business aircraft sales organization in Europe. Eckhard Breuer is responsible for sales in Germany and Austria. Christophe Degoumois is responsible for sales activities in Russia and Eastern Europe.
Matt Bosco and Dan Kimmel opened Axis Jet at Sacramento Executive Airport. Services include aircraft sales, acquisitions, brokerage and management. Bosco and Kimmel, formerly aircraft sales representatives for Woodland Aviation, are partners in the company.
Carl Bast joined the sales team of Atlanta-based Peregrine Aviation Services. Bast was previously a regional sales manager with Honeywell engines.

Hubert Naimer, the man who founded what was to become one of the world’s largest and most successful privately held avionics manufacturing firms, Universal Systems Corp., died in Vienna, Austria, on September 12. He was 82. An avid pilot and accomplished engineer, Naimer sealed his place in aviation history in the early 1980s when he introduced the UNS-1 flight management system. His son, J. L. “Ted” Naimer, is now president of the company.
Santiago Bracamonte, founder of Jimsair Aviation at Lindbergh Field in San Diego, died August 7. He was 83. Jimsair has provided various corporate aviation services through the years including maintenance, rentals, flight training, fuel, catering and charter services. Survivors include his wife, Marjorie; four sons; one sister; 19 grandchildren and three great-grandchildren.
Embry-Riddle Aeronautical University faculty members Robert Sweginnis and Michael Corradi were killed August 28 in a midair collision over the Prescott Valley in Arizona. Sweginnis was chairman of the aviation science department at the university’s Prescott, Ariz. campus. Corradi was chief flight instructor. The two were practicing an aerobatic routine in preparation for the Prescott Air Fair when their Decathlons reportedly clipped wings.
